Drug-Testing The 1% Won't Solve America's Drug Crisis



Next Tuesday, Congresswoman Gwen Moore (D-WI) plans to introduced the “Top 1% Accountability Act of 2016,” a bill designed to subject anyone filing an itemized tax claim over $150,000 in any year to drug testing. Rep. Moore claims that drug testing low income individuals who receive government assistance is an unfair practice that suggests only poor people use drugs. Therefore, her plan is to require those with high incomes to either submit a drug test within three months of IRS tax filing – with a negative result – or, “take the much lower standard deduction when filing their taxes.”
